The Pacific Developing Member Countries do not have the capacity to plan for, or design ways to adapt to (or mitigate), climate change. Th ey cannot afford the technologies or the huge fi nancing requirements of climate change adaptation or mitigation interventions, and neither do they have the capacity to handle the complex financing arrangements of existing
global climate change funds.
