In a dramatic escalation in assistance, heavy-lifting helicopters will arrive in eastern Victoria on New Year's Day to be dispatched to areas facing the greatest threat, while two Royal Australian Navy ships are being sent to the same region with the capacity to evacuate hundreds of people.
